Winnipeg Woman Killed Day After Seeking Court Protection

An 80-year-old woman in Winnipeg was found dead just one day after she appeared in court seeking legal protection against the man now accused of her murder. The incident has raised serious concerns about delays in the justice system and the effectiveness of protective measures.

Police identified the victim as Gladys Bellamy, who was discovered with fatal injuries at a condominium complex on St. Anne’s Road late Tuesday night. Officers responded to the scene shortly before 11:30 p.m., but she could not be saved.

Authorities have charged Jose Francisco Raulino, 74, with second-degree murder. He is currently in custody as the case proceeds through the legal system.

Court records reveal that Bellamy had appeared before a judicial official the day before her death to request a peace bond against Raulino. A peace bond is a legal order intended to prevent someone from causing harm by placing conditions on their behaviour. During the hearing, both Bellamy and the accused were present, along with other residents of the same building who were also seeking similar protection.

According to audio from the court session, the judicial justice of the peace encouraged the parties to first seek mediation services as a way to resolve the dispute. Mediation is often suggested to find a peaceful solution without a formal trial. However, after discussions, the parties chose to proceed with legal action instead.

The court also heard that the case involved multiple applicants and would take time to schedule due to limited availability of judicial officers. Future hearing dates had been set, but no immediate protective order was issued at the time.

The situation has drawn attention to potential gaps in the system, particularly in urgent cases where individuals seek protection from possible harm. Legal experts note that delays in processing such requests can leave vulnerable individuals at risk.

Matt Wiebe expressed condolences to the victim’s family, stating that their loss is deeply felt. However, he declined to comment further due to the ongoing legal proceedings.

The case remains under investigation, and authorities have not released additional details. Meanwhile, the incident has sparked wider discussion about the need for faster and more effective legal protections to prevent similar tragedies in the future.
