White House launches Program To Modernize Permitting

The White House has announced a new initiative aimed at modernizing the federal environmental permitting system, with a strong focus on using advanced technology and private sector collaboration. The program, called “Permitting Innovators,” has been introduced under the leadership of Donald Trump as part of broader efforts to improve efficiency in infrastructure development across the United States.

The initiative is being led by the Council on Environmental Quality (CEQ) through its Permitting Innovation Center, in partnership with NASA’s Center of Excellence for Collaborative Innovation. Officials say the program will bring together government agencies and private industry to identify and apply modern technological solutions to long-standing challenges in environmental review and permitting processes.

The launch comes one year after the President issued a memorandum focused on updating permitting technology for the 21st century. That directive led to the creation of the Permitting Innovation Center, which is tasked with addressing delays, inefficiencies, and outdated systems that have historically slowed down infrastructure projects.

According to CEQ Chairman Katherine Scarlett, while the technology needed to modernize permitting already exists, the key challenge lies in effectively implementing it through collaboration. She emphasized that solutions from sectors outside traditional environmental review could play a major role in improving how permits are processed, without compromising environmental standards.

Federal officials highlighted that slow permitting processes have significant economic and national security implications. Delays in approvals can increase project costs, stall critical infrastructure development, and create additional burdens for businesses and communities. By integrating modern digital tools, the government aims to improve coordination, streamline data sharing, and enhance transparency in decision-making.

As part of the program, the CEQ will soon invite companies and innovators to submit technology solutions designed to improve permitting systems. Selected participants will be invited to present their ideas at the Permitting Innovators Expo, scheduled for summer 2026. This event will provide a platform for innovators to demonstrate their solutions directly to federal agencies and key stakeholders.

The most promising technologies showcased at the Expo will be included in a Solutions Catalog, which will be distributed to federal agencies later in the year. This catalog is expected to serve as a resource for adopting best practices and accelerating reforms across the permitting system.

Overall, the Permitting Innovators program represents a major step toward modernizing how environmental approvals are handled in the United States. By leveraging innovation and strengthening public-private partnerships, the initiative aims to make the permitting process faster, more efficient, and better aligned with the needs of a modern economy.
