Philippines Issues Warning to Dela Rosa Amid ICC Charges

Philippine officials have cautioned Senator Ronald “Bato” Dela Rosa to refrain from attempting to leave the nation following an arrest warrant from the International Criminal Court concerning allegations from the country's harsh anti-drug campaign. They stressed that any efforts to exit the Philippines would lead to serious repercussions with immediate enforcement.

Justice Secretary Fredderick Vida confirmed that the arrest warrant from the ICC has officially reached Manila. However, the government is holding off on enforcement procedures while a legal petition by Dela Rosa contesting the warrant's legitimacy is pending before the Philippine Supreme Court.

Close to former President Rodrigo Duterte, Dela Rosa reportedly sidestepped arrest this week by seeking refuge in the Philippine Senate. Allegations suggest Senate President Alan Peter Cayetano intervened to block law enforcement officials from executing the warrant at that moment. Dela Rosa subsequently exited the premises without disclosing his whereabouts.

The ICC unsealed the arrest warrant on Monday, charging Dela Rosa and others with crimes against humanity associated with killings during Duterte’s anti-drug endeavors. Human rights advocates have long condemned the campaign for allegedly permitting unlawful killings of suspected drug offenders.

Dela Rosa was at the helm of the Philippine National Police from 2016 to 2018 during the initial phases of Duterte’s contentious drug war. Transitioning into politics, he was elected to the Senate in 2019 and successfully secured a second term.

Border agencies and law enforcement across the country have been directed to vigilantly observe any attempts by Dela Rosa to leave the Philippines. Authorities indicated that any international travel attempts would trigger swift legal actions and arrest protocols.

The situation has escalated political friction in the Philippines, with Duterte supporters maintaining that the anti-drug initiative was vital in curbing crime, while critics highlight the loss of countless innocent lives, pushing for accountability.

Notably, former President Rodrigo Duterte was apprehended last year and is awaiting trial in The Hague, Netherlands, by the ICC. Dela Rosa expressed a preference to confront any charges in Philippine courts rather than facing an international tribunal.
