Dubai Launches the World's Most Intelligent Net-Positive Government Headquarters

His Highness Mohammed bin Rashid Al Maktoum officially opened ‘Al Shera’a’, the new headquarters for Dubai Electricity and Water Authority (DEWA) located in Al Jaddaf, signifying a pivotal step in Dubai’s commitment to sustainability and innovation.

This remarkable edifice is acknowledged as the tallest, largest, and smartest net-positive government building in the world. It embodies Dubai’s ambition to integrate sustainability into everyday life through cutting-edge technologies, renewable energy, and innovation.

During the opening ceremony, Sheikh Mohammed emphasized Dubai's commitment to investing in advanced infrastructure, skilled talent, and innovative solutions to maintain its status as a leader in sustainability and future-ready initiatives. He hailed Al Shera’a as a beacon of energy efficiency and environmental stewardship.

The event was graced by numerous senior officials from the UAE, including Ahmed bin Saeed Al Maktoum and other prominent figures.

Sheikh Mohammed received briefings from Saeed Mohammed Al Tayer and DEWA representatives before exploring an exhibition showcasing DEWA's historical achievements and upcoming projects.

Al Tayer explained that Al Shera’a presents a pioneering model for smart and sustainable government facilities, leveraging artificial intelligence, IoT technology, and big data to create a sophisticated working environment.

Equipped with over 110,000 smart sensors, the building monitors both environmental and operational parameters in real-time. It features more than 1,500 wireless access points and 3,200 network devices that produce approximately 1.9 million automated control commands daily to enhance operational efficiency.

All internal systems are interconnected through the AI-enabled ‘Al Shera’a’ smart application, which manages nearly 100 independent functions, from smart parking and elevators to air quality regulation and resource management.

The headquarters boasts a clean energy output of 5 megawatts generated by two advanced solar energy installations: photovoltaic panels integrated into the façade and around 8,400 solar panels on the roof and adjacent structures, maintained with robotic cleaning for optimal performance.

A dedicated pedestrian bridge links Al Shera’a to Al Jaddaf Metro Station, promoting public transport and minimizing carbon footprints.

The design celebrates traditional Emirati architecture while blending it with contemporary innovation. The name ‘Al Shera’a’, meaning ‘sail’ in Arabic, symbolizes dynamism and progress.

Comprising 19 floors, a basement, and a ground floor, the building spans over two million square feet. It is poised to achieve LEED Platinum and WELL Gold certifications, exemplifying excellence in sustainability and employee wellness.

Al Shera’a includes training rooms, conference spaces, innovation hubs, exhibition areas, sports amenities, and a nursery, ensuring a harmonious and productive workplace that prioritizes quality of life and employee welfare.
