During an official visit to China, South Korean President Lee Jae Myung noted Chinese President Xi Jinping's emphasis on the need for “patience” in addressing the complex issue of North Korea’s nuclear ambitions. This call for understanding comes as Lee seeks China's influential role to foster dialogue and reduce tensions on the Korean Peninsula.
In a speech in Shanghai, Lee urged Xi to help promote peace, citing the complete breakdown of communication and trust between North and South Korea as primary concerns. He highlighted that these challenges must be addressed collaboratively to pave the way for peaceful relations.
Xi acknowledged previous efforts but reiterated that patience is essential for any progress. Chinese Premier Li Qiang echoed these sentiments, marking a positive response from Beijing concerning Seoul's request for mediation.
Addressing North Korea's security worries, Lee asserted that prior military actions by the South may have exacerbated Pyongyang's perceptions of threat. He noted that ongoing antagonism has only deepened divides, making reconciliation a challenging process.
This significant visit is the first by a South Korean leader to China since 2019 and follows two meetings in a short timeframe between Lee and Xi, first in Beijing and then during the APEC summit in South Korea.
The People’s Daily, a state-owned newspaper in China, heralded these meetings as a promising indication for bilateral relations, urging both nations to leverage this momentum for enhanced cooperation. It underscored the need for peaceful collaboration, despite their differing political ideologies.
Additionally, the editorial encouraged increased interactions among youths, media, think tanks, and local communities, recalling their shared historical context during wartime against Japan, and advocating for joint efforts to uphold stability in northeast Asia.
After years of strained ties due to the deployment of a U.S. missile defense system in South Korea, Lee is eager to mend relations with China. Recent talks suggested a mutual agreement on reviving dialogues with North Korea and enhancing cultural exchanges.
Amidst these diplomatic efforts, North Korea continues to advance its nuclear capabilities—with a hypersonic missile test reported on the day of Lee's arrival in China. According to Kim Jong-un, this test is crucial for reinforcing their nuclear deterrent.
Since the escalation of the Ukraine conflict in 2022, North Korea has ramped up its weapons development and has offered support to Russia in exchange for military aid. Kim has dismissed the notion of engaging in talks with South Korea and insists that any discussions with the United States would require recognition of North Korea's nuclear status.
Lee proposes a pragmatic approach to rekindling talks, accepting the unlikelihood of immediate denuclearization. He suggests prioritizing the cessation of further nuclear development while focusing on limiting missile outputs and controlling the proliferation of nuclear materials, aiming for a long-term vision of a nuclear-free Korean Peninsula.
Lee also indicated that China has pledged to communicate South Korea’s sincere proposals to North Korea, signifying tentative but constructive support for renewed diplomatic endeavors.
