Vietnam Revises Guidelines on Tuition Assistance

The Vietnamese government has updated the guidelines regarding tuition assistance for students, particularly focusing on those hailing from economically disadvantaged areas. This clarification follows inquiries about eligibility for students who study outside their officially registered residential zones.

A case from Thai Nguyen brought this issue to light, where a family holding permanent residency in a Zone III area, noted for its economic challenges, had temporarily relocated for work. Their child is enrolled in a school beyond their registered home area.

According to the Ministry of Education and Training, the criteria for tuition support are explicitly dictated by government regulations. Students qualify for assistance only if they live and study within formally recognized disadvantaged regions, such as Zone III communes or similar areas.

The ministry clarified that students studying in a non-designated disadvantaged area will not be eligible for financial aid, even if their permanent residence remains in a Zone III area.

In this particular instance, the child attended a school in a ward not listed among the disadvantaged areas determined by local authorities. Consequently, the student fails to satisfy the criteria necessary for receiving educational assistance.

Officials conveyed that this policy seeks to guarantee fairness and the judicious distribution of resources to students engaged in education within disadvantaged regions. The support is intended to aid students confronting challenges due to limited educational facilities in those areas.

This update aims to improve parents' understanding of eligibility requirements and reduce uncertainty. Officials have advised families to closely review local regulations prior to applying for any educational financial aid.
