Vietnam has taken a significant leap towards legal reform with the National Assembly's launch of an extensive review of the nation's legal framework. This initiative commenced on April 9, 2026, during the first meeting of the Steering Committee, marking the beginning of efforts to modernize legal operations across the country.
The meeting, chaired by Tran Thanh Man, head of the Steering Committee, gathered prominent figures including Deputy Prime Minister Le Tien Chau and Vice Chairman of the National Assembly Nguyen Khac Dinh.
This action aligns with important directives issued in early 2026, aimed at streamlining and fortifying Vietnam's legal system. Authorities have underscored the necessity to eliminate overlapping regulations while enhancing the efficiency of legal procedures to facilitate national development.
Meeting discussions revolved around reviewing draft regulations guiding the Steering Committee's activities, outlining a national strategy for the legal review, and developing guidelines for consistent application throughout the regions.
Chairman Tran Thanh Man specified that the review aims for a thorough evaluation of the existing legal system, covering all active legal documents at both the central and local levels, with the exception of the Constitution, to identify shortcomings and recommend practical reforms.
Guided by To Lam's vision, the reform process focuses on establishing a transparent, stable, and development-centric legal framework. Leaders also emphasized the importance of engaging experts, businesses, and citizens to enhance the quality and applicability of laws.
Deputy Prime Minister Le Tien Chau noted that robust and transparent institutions are crucial for fostering economic growth. He called for clear, measurable outcomes from this review, including identifying laws needing amendment, repeal, or new enactment. Progress updates are anticipated by August 2026, with final recommendations set for submission in December 2026.
