Vietnam's New Standards for Rural Development by 2026

Vietnam has unveiled new guidelines that set forth the criteria for communes and provinces striving to achieve recognition as new rural and modern rural areas for the period of 2026–2030. This initiative aims to promote consistent and sustainable enhancements in rural regions throughout the nation.

The directive, endorsed by Deputy Prime Minister Ho Quoc Dung, offers comprehensive insights into how local governments can attain official recognition. It further stipulates the evaluation procedures, approval processes, and the possibility of withdrawal of this status if essential conditions aren't met.

Under the new regulations, a commune is required to fulfill all national standards designated for new rural sectors. These standards encompass aspects like planning, infrastructure, economic initiatives, and social services. An additional determining factor for recognition is the satisfaction level of local residents.

Communes aspiring for modern rural status face even steeper requirements. They are expected to comply with advanced criteria specified in a dedicated framework for progressive rural development. Again, public satisfaction plays a crucial role here.

The guidelines also delineate the prerequisites for provinces and cities to attain acknowledgment for completing the new rural development mandate. This includes satisfying the necessary criteria at the provincial level and ensuring that a significant proportion of communes adhere to set standards.

Moreover, authorities have explained how evaluation outcomes will be utilized. The timing of assessments will influence whether results from the current or previous years are taken into account, ensuring flexibility while upholding accuracy in the recognition process.

Notably, the policy introduces stringent conditions for rescinding recognition. A commune risks losing its status if it fails to satisfy a significant number of criteria or if its overall performance drops below accepted standards. Similar stipulations are applied to provinces if a number of communes do not maintain their standards.

Officials assert that these measures are critical for ensuring quality and accountability in rural development initiatives. The objective is not solely to gain recognition but also to sustain long-lasting advancements and enhance the living conditions of residents.

This new decision replaces previous regulations and aims to fortify Vietnam’s national strategy for rural development. It underscores the government’s dedication to fostering modern, sustainable, and inclusive rural communities.
