India-Canada CEPA May Be Wrapped Up Before November Deadline

India and Canada are moving quickly toward finalizing their long-awaited Comprehensive Economic Partnership Agreement (CEPA), with officials from both countries now hopeful that the major trade deal could be completed before the targeted November deadline. The development marks a significant improvement in economic relations between the two countries after diplomatic tensions had slowed negotiations in recent years.

Indian Commerce and Industry Minister Piyush Goyal said during his official visit to Ottawa that both sides are working with strong political commitment to complete negotiations as soon as possible. According to Goyal, earlier discussions were targeting the end of December 2026 for completion, but Canadian Prime Minister Mark Carney reportedly pushed for a faster timeline and suggested finishing the agreement by November instead.

The proposed CEPA is expected to become one of the most important trade agreements between India and Canada in recent years. The deal aims to reduce tariffs, improve market access, increase investments, and strengthen cooperation across sectors including technology, agriculture, energy, manufacturing, education, and services. Officials from both countries believe the agreement could help bilateral trade reach nearly $50 billion by 2030.

Trade negotiations officially restarted after a long pause caused by diplomatic tensions between Ottawa and New Delhi. Both governments resumed discussions earlier this year and have since completed multiple rounds of negotiations. The second round of talks was recently held in New Delhi, where officials discussed important chapters related to trade in goods, services, intellectual property rights, sanitary measures, and technical trade barriers.

India and Canada have both described the negotiations as “constructive and productive.” Officials stated that the next round of talks is scheduled to take place in Ottawa in July 2026, with additional discussions expected between negotiating teams before then. Both governments said they remain committed to building a “balanced, ambitious and mutually beneficial” agreement.

Experts believe the CEPA could provide major economic benefits to both countries at a time when global supply chains are changing and nations are looking to reduce dependence on single markets. Canada is particularly interested in strengthening trade partnerships outside the United States, while India continues expanding its international trade network through major economic agreements with key global economies.

Several important sectors are expected to benefit if the agreement is finalized. Indian exporters could gain better access to Canadian markets for pharmaceuticals, textiles, information technology services, and engineering goods. Meanwhile, Canadian companies may receive stronger opportunities in sectors such as energy, education, clean technology, agriculture, and critical minerals. Trade experts also expect the deal to improve investment flows and business mobility between the two nations.

The improving relationship between India and Canada is also being supported through new business and economic platforms. Both countries recently revived the India-Canada CEO Forum and launched a new Economic and Financial Dialogue aimed at encouraging investment and deeper financial cooperation. Officials say these initiatives are designed to maintain long-term economic engagement beyond political changes in either country.

While several technical and policy issues still remain under discussion, both governments appear optimistic that negotiations are progressing faster than expected. If completed successfully, the CEPA would represent a major step forward in rebuilding India-Canada relations and could become one of the most significant trade agreements for both economies in the coming years.
