Dubai Enhances Rights for People of Determination in Key Meeting

In a pivotal gathering, Dubai convened to advance the rights and integration of People of Determination. Chaired by Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Higher Committee for the Protection of the Rights of People of Determination, the meeting took place at the Knowledge and Human Development Authority (KHDA).

Attendees included committee members and representatives from several government entities, all collaborating to create a more inclusive environment for People of Determination, enabling fuller participation in everyday life.

Commitment to Inclusion

Sheikh Mansoor emphasized Dubai's dedication to safeguarding the rights of People of Determination through a cohesive government initiative. He highlighted the need for services and policies that tangibly improve daily life and increase opportunity access.

He noted that the empowerment of People of Determination is a collective responsibility, involving both the government and society, and advocated for ongoing progress tracking and the introduction of new initiatives.

Government Updates

Community Support (CDA)

The Community Development Authority (CDA) reported an outreach of 10,363 calls to People of Determination to assess their wellbeing and needs.

  • 693 calls were directed to deaf and hard-of-hearing individuals using the Sanad Relay app.

  • 9,670 calls were made to other groups with disabilities.

Officials noted that these efforts fostered better communication and trust with families.

Inclusive Education (KHDA)

KHDA revealed plans to enhance inclusive education, which include:

  • Flexible learning pathways for students of determination.

  • New curriculum options and alternative educational systems.

  • A licensing and quality framework for special education programs.

  • Financial and advisory support for Emirati parents.

Healthcare Initiatives (Dubai Health)

Dubai Health presented its services including:

  • Genetic screening before and during pregnancy.

  • Early diagnosis of autism and developmental conditions.

  • Early intervention and rehabilitation facilities.

  • Research programs and medical funding.

  • Training initiatives for healthcare professionals.

Transport Accessibility (RTA)

The Roads and Transport Authority (RTA) shared strategies for enhancing transport accessibility:

  • Free parking for People of Determination in public parking zones.

  • Severe penalties for misuse of accessible parking spots.

  • Digital permit verification through CDA integration.

  • Surveillance cameras to ensure parking compliance.

Employment Strategies (DGHR)

The Dubai Government Human Resources Department is focused on:

  • Developing inclusive employment policies.

  • Workplace training initiatives.

  • Vocational rehabilitation programs.

  • Preparing for the upcoming People of Determination Forum.

Urban Accessibility (Dubai Municipality)

Dubai Municipality is enhancing:

  • The Building Code to ensure accessibility compliance.

  • Integration with Google Maps to identify accessible venues.

  • Support for inclusive public spaces aligned with the Dubai 2040 strategy.

Awareness Initiatives

Dubai Police, RTA, CDA, KHDA, Dubai Health, DGHR, Dubai Municipality, and Dubai Sports Council committed to the “Dubai Communicates in Sign Language Pledge” to advocate for deaf and hard-of-hearing communities.

The meeting concluded with a resolute call for continued collaboration among all government departments, focusing on service enhancements, inclusion, and a better quality of life for People of Determination in Dubai.

Sheikh Mansoor's visit also included a tour of KHDA offices, reviewing educational programs aimed at fostering more inclusive learning settings, aligning with Dubai's long-term development ambitions.
