Commissioner No Evidence Foreign Interference Affected Election

A recent public inquiry, led by Commissioner Marie‑Josée Hogue, has concluded that while foreign actors, including China and India, tried to interfere in Canada’s 2019 and 2021 federal elections, they did not change the outcomes.

What the report says:

  • Canada’s democratic institutions remained strong and elections were free and fair—there's “no evidence of traitors in Parliament” .

  • Beijing was identified as the most active foreign actor, with India as the second-most active.

  • The inquiry described foreign influence as a “stain” on democracy, warning that disinformation threatens public trust.

  • Though interference might have affected specific local nominations or ridings, investigators did not find proof it changed who won the elections overallStrong systems held up:

The report praised Canada’s Critical Election Incident Protocol, CSIS, Elections Canada, and the RCMP for protecting the democratic process—even if their responses were sometimes slow or poorly communicated.

Recommendations:
Every one of the 51 recommendations aims to improve Canada’s ability to detect, communicate, and counter foreign threats—especially online disinformation. These include:

  • Enhancing transparency around security findings

  • Developing a foreign agent registry

  • Monitoring digital misinformation

  • Strengthening political party nomination processes 

Commissioner Hogue emphasized that information manipulation through disinformation may pose an even greater threat than direct electoral interference .

Why it matters now:

  • Public trust: Confidence in election results remained intact, but the integrity of the process was challenged.

  • Proactive defense: The government needs quicker coordination and better public communication to face future interference.

  • Election timing: With a possible election by spring or summer 2025, implementing the recommendations becomes urgent.
