Ukrainian President Volodymyr Zelenskyy has selected General Kyrylo Budanov, who has been at the forefront of military intelligence, as his new chief of staff. This pivotal decision is designed to sharpen Kyiv’s attention on security, defense strategies, and diplomatic negotiations.
Zelenskyy underscored the necessity for the Office of the President to concentrate on crucial areas including national security, the enhancement of defense capabilities, and ongoing peace discussions. Budanov takes over from Andrii Yermak, who was dismissed amid investigations by anti-corruption bodies into potential misconduct in the energy sector. Although the president did not explicitly address the inquiry, he highlighted a need for renewed discipline and a focused approach within high-level government roles.
At just 39 years old, General Budanov is a leading figure in Ukraine’s military intelligence community. He has led the Main Directorate of Intelligence (GUR) since 2020 and became well-known following Russia’s annexation of Crimea in 2014. Since the large-scale invasion commenced in 2022, he has been instrumental in orchestrating intelligence activities and specialized missions designed to weaken Russian forces deep inside occupied territories. His public remarks frequently emphasize the enduring threats posed by Russia to both Ukraine and regional peace.
This appointment represents a significant and strategic inclusion of a military intelligence expert into the president's close advisory team, placing Budanov at a critical junction of political, military, and diplomatic strategy. Experts believe his in-depth understanding and experience in intelligence operations could bolster Ukraine’s position in discussions with Western allies and during negotiations involving prisoner exchanges with Russia.
In conjunction with this crucial appointment, Zelenskyy has nominated Mykhailo Fedorov, aged 34, to become Ukraine’s new minister of defense. Fedorov is acknowledged for his contributions to modernizing Ukraine’s military with drone technology and e-government advancements. He will take over from Denys Shmyhal, who was appreciated for significantly enhancing drone production capabilities, which now exceed 1,000 interceptor drones daily.
Additionally, Oleh Ivashchenko, the current chief of the Foreign Intelligence Service, has been appointed as the new head of military intelligence, succeeding Budanov.
