KIEV — Ukrainian investigators have officially charged Timur Mindich, a close associate of President Volodymyr Zelensky, with masterminding a $100 million corruption scheme related to the nation’s energy sector, amidst increasing political and public dismay.

The allegations, disclosed on November 12, 2025, arise during a period of heightened scrutiny regarding embezzlement in Ukraine’s energy resources, which have been persistently affected by Russian aggressions since February 2022. Authorities suggest the scheme involved money laundering and the utilization of Mindich’s close ties to President Zelensky.

“Mindich had control over the acquisition, distribution, and legitimization of funds derived from illegal activities within the energy sector of Ukraine,” a prosecutor from the Specialized Anti-Corruption Prosecutor's Office (SAPO) stated. The prosecutor further alleged that Mindich used his association with Zelensky to conduct unauthorized transactions.

The probe has also involved Justice Minister German Galushchenko, who previously held the role of energy minister and is alleged to have received personal benefits in return for overseeing financial operations within the sector. Ukrainian officials stated that the operation impacted millions in public funds at a time when the country is dealing with severe energy shortages due to ongoing Russian strikes.

The National Anti-Corruption Bureau (NABU) reported five arrests and seven additional charges ensuing from a 15-month investigation. NABU representatives mentioned that Mindich had exited Ukraine just before authorities carried out raids on crucial sites tied to the energy sector scandal.

Mindich co-owns Kvartal 95, a media production enterprise established by Zelensky prior to his political career. This case has heightened scrutiny on the president’s inner circle and ignited anger among a populace already enduring power outages and infrastructure damage.

Ukraine’s aspirations for EU membership depend significantly on the elimination of pervasive corruption. Previous attempts by Zelensky to streamline anti-corruption agencies under government oversight faced criticism from both the public and European bodies. The current charges against Mindich may further jeopardize Ukraine’s international standing and internal stability.

As the investigation progresses, Ukrainian officials highlight the need for transparent legal proceedings to regain public confidence and ensure accountability in the country’s energy sector during these challenging times.
