Vietnam Affirms Language Standards for Tour Guides

The Ministry of Culture, Sports and Tourism of Vietnam has reiterated the foreign language prerequisites for those seeking international tour guide licenses, particularly for guides focusing on the Chinese market. This clarification comes in response to concerns surrounding potential updates to the HSK Chinese language examination system and its implications for tour guide licensing in Vietnam.

The inquiry was made by Mr. Nguyen Nhat Giau, a domestic tour guide aiming to elevate his qualifications to an international level specializing in Chinese language tourism. He raised a concern about whether the current Chinese language mandates would still be applicable following the transition from the HSK 2.0 to HSK 3.0 examination system.

As it stands, applicants pursuing an international tour guide license in Chinese must comply with the standards outlined in Circular No. 04/2024/TT-BVHTTDL, established by the Ministry of Culture, Sports and Tourism. Currently, this entails having Chinese language qualifications that are equivalent to HSK Level 4 and Intermediate HSK under the existing HSK 2.0 framework.

Concerns were expressed due to anticipated substantial revisions in the HSK examination framework. The forthcoming HSK 3.0 version will expand the proficiency levels from six to nine, igniting discussions among tourism stakeholders about whether this shift will lead to more stringent licensing conditions for international tour guides in Vietnam.

In reply, the Ministry confirmed that existing regulations remain in effect without alteration for now. They clarified that the new HSK 3.0 examination system is not yet officially applied in Vietnam, meaning that all new applicants and those renewing licenses should adhere to the standards set forth in Circular No. 04/2024/TT-BVHTTDL until further notice from the relevant authorities.

The ministry also highlighted that these regulations are rooted in prior amendments to Circular No. 06/2017/TT-BVHTTDL and Circular No. 13/2019/TT-BVHTTDL, which provide essential guidance concerning various articles from Vietnam’s Tourism Law. These provisions aim to ensure that international tour guides have adequate language skills to communicate effectively with tourists and offer professional services.

Experts in tourism assert that maintaining well-defined language qualifications is crucial for enhancing the quality of Vietnam's tourism sector, especially as the country draws increasing numbers of foreign visitors, notably from China. With Chinese tourists being one of the largest groups visiting Vietnam, the availability of Chinese-speaking guides is vital for the tourism industry.

Officials further stated that any future modifications pertaining to the HSK 3.0 system and tour guide licensing will be communicated officially once new regulations are established. Until then, industry professionals are encouraged to prepare in accordance with the current recognized standards.

This clarification is expected to reassure the numerous tourism professionals and guides preparing for international certification in Vietnam. The government remains dedicated to upholding transparency and consistency in tourism licensing, while fostering the professional growth of the local tourism workforce to meet international benchmarks.
