Prime Minister Le Minh Hung convened a crucial meeting with officials from the Ministry of Justice in Hanoi, stressing the essential reforms needed in Vietnam’s legal and institutional framework to enhance rapid economic growth and foster sustainable national progress. The meeting's agenda revolved around assessing the Ministry’s effectiveness since early 2026 and establishing priorities, particularly in fortifying legal institutions and improving administration.
During the discussions, PM Le Minh Hung highlighted that innovation in law-making and law enforcement ranks among Vietnam’s top national priorities. He asserted that the legal framework should evolve into a strategic advantage that underpins sustainable double-digit growth. The Prime Minister asserted that Vietnam's legal structure needs to become more contemporary, transparent, internationally compliant, and simpler to apply.
He commended the Ministry of Justice for its recent achievements in law drafting, administrative procedure reduction, and enhancing legal oversight. Officials informed that dozens of legal proposals and important resolutions have already been submitted to the Government and National Assembly. The Ministry has also expedited reforms to simplify investment processes and eliminate entrenched legal obstacles obstructing businesses and economic ventures.
Le Minh Hung emphasized that Vietnam’s overarching development ambitions cannot materialize without robust institutional reforms. He asserted the necessity of transitioning from outdated management practices to more agile and contemporary governance models. He advocated for the effective integration of digital technology, AI, and big data in the legislative process, administrative management, and policy monitoring. The Prime Minister remarked that legal reform must go beyond documentation and facilitate tangible enhancements for businesses, investors, and citizens alike.
The Prime Minister also underscored the importance of accountability and discipline within governmental bodies. He cautioned against procrastination in issuing legal directives and condemned overlapping regulations that breed confusion and inefficiency. He directed the Ministry of Justice to enhance collaboration with other government sectors, ensuring that legal documents are effective, transparent, and devoid of corrupt practices.
A significant announcement made during the meeting included plans to establish a national legal database and to bolster the use of AI in reviewing legal documents. The Ministry of Justice has been tasked with formulating a long-term strategy to enhance Vietnam’s legal framework by the year 2045. Officials indicated that the nation would prioritize digital transformation, simplification of administrative procedures, and robust legal risk management as Vietnam deepens its global integration.
The government is also set to expedite reforms related to civil enforcement, recovery of anti-corruption assets, and judicial administration. PM Le Minh Hung reaffirmed that a robust and efficient legal system is vital for unlocking economic potential, boosting investor confidence, and achieving Vietnam’s modernization objectives. Leaders concur that these reforms will facilitate Vietnam's evolution into a more competitive and sustainable economy in forthcoming decades.
