Vietnam's Local Governance Reinforced Through New Reforms

At the National People’s Council Conference in Hanoi on May 28, 2026, Vietnam underscored its dedication to enhancing local governance and transforming administrative processes. The event, led by the Standing Committee of the National Assembly, centered on reflecting on achievements from the 2021-2026 term while outlining fresh priorities and reforms for the upcoming 2026-2031 period.

Chairman of the National Assembly Tran Thanh Man characterized the occasion as crucial for deepening understanding of local elected bodies' roles and responsibilities amid Vietnam’s evolving national landscape. He pointed out that the conference's purpose included not only reviewing the previous term but also pinpointing challenges, gaining insights, and charting new governance strategies.

The hybrid format of the conference allowed participation across 33 provinces and cities, highlighting Vietnam’s commitment to digital governance and cohesive administrative efforts. Officials examined the performance of People’s Councils while devising strategies to boost efficiency, accountability, and quality in local governance.

Tran Thanh Man remarked on the unique challenges faced during the 2021-2026 period, including the impacts of the COVID-19 pandemic and climate change, along with swiftly shifting global conditions. Nevertheless, Vietnam persisted with substantial reforms like administrative restructuring and digital transformation. Local People’s Councils received praise for their resilience and commitment to representing citizens' interests during trying times.

Nevertheless, several challenges remain regarding the country’s two-tier local government structure, with issues such as escalated workloads and uneven capacity among staff being addressed. Vietnamese leadership acknowledged these ongoing concerns and assured that they will closely monitor them as reforms advance.

The event strongly emphasized innovation and technology's role in governance. Leaders convened to explore broader application of science, artificial intelligence, and digital tools within People’s Council operations to enhance transparency, engage the public, and elevate administrative efficiency. There was a strong consensus that modern governance should focus on being more people-centered and driven by data.

During the conference, Hanoi People’s Committee Chairman Vu Dai Thang presented the long-term development vision of the capital. He outlined Hanoi’s roadmap which prioritizes digital innovation, public administration enhancement, and modern transport infrastructure. Thang also highlighted the significance of cultivating a governmental culture that fosters responsibility and agility in decision-making.

To conclude the conference, Vietnamese leaders reaffirmed their pledge to foster a governance system that is efficient, transparent, and able to drive sustainable economic growth while enhancing the quality of life for its citizens nationwide.
