This announcement follows inquiries from a garment industry firm operating in Dong Thap.
As per the Ministry of Agriculture and Environment, the authority for inspections is explicitly detailed in the 2020 Law on Environmental Protection, alongside its amendments. These laws give local authorities, including those at the commune level, the jurisdiction to conduct specialized inspections focused on environmental protection.
The ministry specified that the Chairman of the People's Committee at the commune level holds the responsibility to ensure compliance with environmental laws within their domain. This mechanism is vital for maintaining environmental standards, even in grassroots governance.
These powers are further reinforced by additional regulations, such as the amendments made to various laws and the Government Decree No. 217 of 2025, which outline the methodologies and responsibilities for conducting inspections in an effective and transparent manner.
Officials underscored that all businesses must adhere to environmental legislation, irrespective of who conducts the inspections. Firms with environmental permits must also be routinely monitored to guarantee ongoing compliance.
This recent clarification aims to bolster enforcement mechanisms and assure consistent application of environmental protection measures throughout all regions. By empowering local authorities, the government aspires to enhance oversight and mitigate violations from the outset.
