The United Arab Emirates has implemented a robust new legislation aimed at battling the illegal sale of narcotics without prescriptions, tightening oversight on pharmacies, healthcare providers, and licensed entities throughout the nation. This initiative seeks to prevent unauthorized access to controlled substances and to bolster national drug safety protocols.
According to the new laws, any pharmacy or healthcare professional caught selling or dispensing narcotics without the required prescriptions will incur a minimum penalty of Dh 50,000, along with a potential prison term of up to five years. This law is applicable to both individuals and businesses involved in illegal distribution.
The legislation specifies stringent measures concerning the deportation of foreign nationals convicted in drug-related cases, with deportation being obligatory unless the offender is a spouse or direct relative of a UAE citizen at the time of the offence.
Revised regulations now dictate the possession, storage, and management of narcotic and psychotropic substances, which are only permitted for scientific or medical uses. Licenses will be issued solely to qualifying institutions such as accredited healthcare facilities, research institutions, chemical analysis labs, and pharmaceutical manufacturing or distribution entities. All operations will be closely monitored by relevant authorities.
In a noteworthy administrative change, the Emirates Drug Establishment will now oversee all drug-related matters, ensuring unified regulation and effective enforcement across the UAE.
This legislation also facilitates the creation of treatment and rehabilitation facilities for drug addiction within public and private healthcare systems, embodying a holistic approach that encompasses prevention, regulation, and recovery support.
