UAE and Montenegro Initiate Joint Leadership Training Program

The UAE and Montenegro governments have unveiled the Montenegro Executive Leadership Programme, designed to foster government development and modernization. This initiative aims to train 23 senior officials from Montenegro, equipping them with practical knowledge, international experience, and modern tools to confront challenges and lead innovation within their institutions. Additionally, it promotes a mutual exchange of governmental expertise to enhance strategic leadership capabilities that support innovation, collaboration, and sustainable development, ultimately boosting the efficiency of Montenegro’s public sector.

The program is established in collaboration with Hamdan Bin Mohammed Smart University alongside various UAE government entities. Participants will engage in field visits, workshops, and direct interactions with 19 experts from the UAE. Training covers six pivotal areas: financial management, tourism, public safety, cybersecurity, digitalization and AI, and leadership skills. Key UAE partners include the Dubai College of Tourism, the National Emergency Crisis and Disaster Management Authority, and the UAE Cyber Security Council.

Enrollees comprise high-ranking officials, including ambassadors, advisers, directors-general, and executive leaders. The curriculum blends virtual learning with hands-on projects for an in-depth educational experience. Abdulla Nasser Lootah emphasized the importance of nurturing skilled government leaders through continuous learning to ensure readiness for future governance challenges. He remarked that the program enhances cooperation between UAE and Montenegro in sharing expertise and best practices. A strategic partnership was established during the World Governments Summit 2025 to exchange successful governmental models. Since 2018, the UAE’s Government Experience Exchange Programme has assisted multiple countries by sharing insights into strategic planning, service enhancements, and institutional progress.
