UAE Cabinet Reflects on 20 Years of Progress and Future Vision

His Highness Sheikh Mohammed bin Rashid Al Maktoum presided over a significant UAE Cabinet meeting at Qasr Al Watan, marking an important milestone in the nation's federal evolution. The discussion centered on reflecting upon 20 years of governmental initiatives that have transformed how the UAE plans, delivers services, and establishes its presence globally.

Attendance from senior UAE leaders underscored the significance of this review. Over two decades, the federal government has enacted more than 16,000 decisions, structured teams, and managed budgets exceeding AED 1.1 trillion. This era emphasized rapid decision-making, streamlined services, and robust digital and investment strategies.

Since becoming Prime Minister in 2006, Sheikh Mohammed bin Rashid has steered a shift toward a performance-oriented government. The initial steps included the establishment of the first comprehensive federal strategy in 2007 and the Government Performance System in 2008, prioritizing planning and accountability in public service. To date, six strategic cycles aligned with national budgets and goals have been executed.

Subsequent national visions emerged, such as UAE Vision 2021, aiming to position the UAE among the world’s leading nations. This vision extended through the National Agenda, the Centennial 2071 initiative, and the “Preparing for the Next 50 Years” programme. More recently, the “We Are the UAE 2031” plan has set a clear course for the next decade, prioritizing social growth, economic development, investment, and overall quality of life.

Artificial intelligence has been integrated as a crucial component of governance, highlighted by the appointment of the world’s first Minister of AI in 2017 and the rollout of a national AI strategy. In another groundbreaking move, the Regulatory Intelligence Office was established in 2025, utilizing AI to modernize and continuously adapt legislation. Today, the UAE's unified legislative platform boasts over 2,500 laws and approximately one million monthly visits.

Government expenditure has steadily increased, with education receiving the highest allocation, followed by health, social development, and housing for citizens. Over the past 20 years, the federal budget has soared by 167 percent, fostering sustained human development in tandem with infrastructure advancements.

Economic metrics illustrate the extent of this transformation. Real GDP has nearly doubled, non-oil foreign trade has surged, and non-oil exports have seen remarkable growth. The labor market has also shifted, showing notable increases in skilled employment alongside a significant rise in women’s engagement.

The Cabinet also evaluated developments in tourism, circular economy initiatives, healthcare for People of Determination, cultural heritage registration with UNESCO, and enhanced frameworks to tackle financial crimes. Several international agreements were ratified, further solidifying the UAE's global alliances.

In summary, the meeting showcased how ongoing planning, flexibility, and a forward-thinking vision have positioned the UAE as a model for modern governance, while establishing solid foundations for the future.
