Townhouse Water Woes and Ongoing Homicide Probe

Simon Huo was excited when he bought a brand-new townhouse in July 2017. But just six months later, he started hearing about water problems in the housing complex. Soon, he and many of his neighbors discovered the issue was much worse than expected.

The townhouse community is located near Sarnia Road and Hyde Park Road. There are 161 homes in the complex, all built by a company called Rand Developments.

The townhouses are part of a project named "Tribeca." The buildings are packed closely together on narrow streets with names like Battery Park and Manhattan Way—names inspired by New York City. The homes look modern, with a mix of metal and brick on the outside. “It was new, so we didn’t expect any problems,” said Huo, who lives on West Village Square.

Meanwhile, a separate incident is under investigation in Halifax. On December 22, paramedics and police responded to a call where a man was found in a tent. The man refused medical help and did not want to speak further to the police.

Sadly, just four days later on Boxing Day, the same man was found dead in the same tent. He has been identified as 56-year-old Jeffrey Alexander Emmerson.

Last week, medical examiners confirmed that his death was a homicide. Now, police are investigating how and why he was killed. The case is being handled by Halifax police and the RCMP’s major crime unit.

Officers are searching for a woman who may be connected to the case. She is believed to be between 20 and 25 years old, around 4 feet 10 inches tall, with shoulder-length dark hair. At the time of the incident, she was seen wearing a blue jacket and red sweatpants.
