Dubai Celebrates 30 Non-Profits in Ethraa Initiative

The Community Development Authority (CDA) of Dubai recently honored 30 non-profit organizations during the Ethraa Empowerment Program's second edition, held at Emirates Towers. This awards ceremony is part of the ongoing ‘Year of Community’ initiatives designed to foster social unity and empower non-profits in enhancing their overall impact throughout Dubai.

Launched to uplift the standards within the non-profit sector, the Ethraa Empowerment Program seeks to bolster governance, service quality, sustainability, and collaborative partnerships. Its goal is to provide essential support to organizations that serve communities effectively, ensuring they can deliver impactful and meaningful services.

Recognition Categories

During this year’s ceremony, organizations were distinguished in three performance levels:

  • Gold recognition was awarded to 13 organizations

  • 10 organizations were honored with Silver

  • 7 organizations achieved Bronze

These accolades were based on performance evaluations across several key areas, including:

  • excellence in governance and transparency

  • high quality of community services

  • sustainability in operations

  • effective partnerships and collaborations

  • initiatives leading to a positive social impact

The Ethraa Program aims not only to acknowledge the leading organizations but also to inspire others to enhance their governance systems and strategic development efforts.

The Program's Three Core Pillars

The Ethraa Empowerment Program is structured around three fundamental pillars:

  1. Institutional Enablement – assisting organizations in establishing robust internal frameworks, clear policies, and responsible resource management.

  2. Human and Social Capital – enhancing the skills and knowledge of personnel in the sector while promoting social partnerships.

  3. Sustainability and Performance Excellence – facilitating organizations to develop sustainable services and measurable outcomes.

Together, these pillars are designed to strengthen non-profits, enabling them to provide improved services and enhance their contributions to society. This initiative aligns with the Dubai Social Agenda 33, which focuses on creating a robust and future-ready social ecosystem within the emirate.

Performance Evaluation of 159 Organizations

This year's program built upon last year's success, evaluating the performance of 159 non-profit organizations. The evaluation adhered to the legal stipulations established by Federal Decree Law No. (50) of 2023, ensuring it met official standards.

This year's assessment framework incorporated qualitative enhancements focused on:

  • enhancing governance

  • aligning performance with organizational objectives

  • scrutinizing transparency and accountability

  • evaluating community impact

Independent and specialized experts conducted the assessments to ensure impartiality. CDA emphasized that Ethraa operates not merely as a ranking system but as a comprehensive empowerment tool aimed at enhancing organizational practices, fostering public trust, and driving institutional growth.

Leadership Insights

Her Excellency Hessa bint Essa Buhumaid, Director General of CDA, noted that social development stems from innovative ideas flourishing through partnerships. She underscored that Dubai’s model of community development is rooted in collaboration between the government and society.

During her remarks at the recognition ceremony, she expressed Dubai's belief that collective responsibility plays a crucial role in meaningful social advancement. She commended the non-profit sector for their impactful projects that enhance community bonds across Dubai. She also expressed pride that the second edition of the Ethraa Program marks a successful conclusion to the Year of Community, showcasing Dubai’s leadership in constructing an organized and inclusive social framework.

CEO Statements

Huraiz Al Mur bin Huraiz, Chief Executive Officer of the Community Regulations and Services Sector at CDA, remarked that this edition has shown significant advancements in governance, service quality, and overall institutional development. He indicated that organizations have demonstrated enhanced collaborations and operational progress, emphasizing that the program equips the third sector to embrace sustainable and effective practices aligned with Dubai’s social priorities.

Organizations receiving Gold recognition expressed appreciation for the Ethraa Program's positive influence on their operations. They reported that the evaluation process was fair and comprehensive, enabling them to recognize their strengths and identify opportunities for growth.
