Carney to Meet Trump Amid USMCA Tensions at FIFA Draw

Prime Minister Mark Carney will have a brief meeting with U.S. President Donald Trump on Friday in Washington, just days after Trump suggested the U.S. might leave the United States-Mexico-Canada trade agreement (USMCA).

The meeting is set to take place during the FIFA World Cup draw at Washington’s John F. Kennedy Center for the Performing Arts. Carney is also expected to meet briefly with Mexican President Claudia Sheinbaum.

Canada, the U.S., and Mexico are co-hosting the 2026 FIFA World Cup. The draw will determine which countries are placed in each group, and the event is scheduled to last approximately two hours. Carney has downplayed expectations, signaling that no major trade breakthroughs are likely during this public event.

Formal trade negotiations between Canada and the U.S. have been on hold since October 23, when the U.S. cited criticism from an Ontario government TV ad regarding protectionist tariffs as a reason for halting talks. The last face-to-face meeting between Carney and Trump occurred at a private dinner in South Korea before the Asia-Pacific Economic Cooperation summit, which yielded no substantive outcomes.

A mandated review of the USMCA is currently underway in all three countries. On Wednesday, Trump stated that the U.S. would either allow the agreement to expire or negotiate a new deal. Former Deputy Chief of Staff to Prime Minister Justin Trudeau, Brian Clow, expressed skepticism about the review process, noting that the Trump administration seems focused on unilateral concessions rather than mutual benefits, making negotiations particularly challenging for Canada and Mexico.
