New Blueprint for Vietnam's National Scholarship Fund

Vietnam is set to introduce new regulations aimed at establishing and managing a National Scholarship Fund, designed to support exceptional students and bolster the nation’s long-term educational development strategy. The Ministry of Education and Training has released a draft decree for public input, marking a significant move towards enhancing and modernizing Vietnam’s scholarship framework.

The ministry notes that the current scholarship framework is disjointed and primarily offers short-term aid. Officials highlighted the absence of a national-level mechanism to effectively identify and support talented students over time, as well as to streamline scholarship resources across various educational stages.

The envisioned National Scholarship Fund aims to function as a long-lasting policy instrument that assists students from secondary education through postgraduate studies. Authorities are optimistic that this fund will foster a more organized and transparent scholarship landscape while cultivating high-quality human resources crucial for the nation’s future economic and technological advancement.

Per the draft decree, the fund will operate as a non-profit entity with its own legal standing, official seal, and independent bank account. Financial assets will be managed separately with strict monitoring to guarantee transparency, accountability, and judicious use of scholarship funds.

Officials indicated that initial funding will come from the government budget, with additional contributions possible through donations, sponsorships, and support from both domestic and international enterprises, organizations, and individuals. This versatile funding approach is designed to stimulate broader involvement in educational growth.

The proposed regulations also aim to prevent any overlap between the National Scholarship Fund and existing state scholarship initiatives. Authorities clarified that educational support or financial aid will not be duplicated between multiple government-funded programs.

The scholarship framework will encompass five key programs targeting talent development, overseas studies, international collaboration, scholarships for foreign students in Vietnam, and financial aid for underprivileged student groups. The ministry stressed that scholarship selections will rely on transparent assessment systems, academic performance, development potential, and student aptitude.

Vietnamese officials indicated that a key innovative aspect of the proposed fund is its commitment to long-term investment in human capital over fleeting academic incentives. This program aspires to support students throughout their educational paths while championing innovation, science, digital advancement, and enhancing national competitiveness.

The Ministry of Education and Training believes that the National Scholarship Fund could elevate Vietnam’s educational standing internationally by attracting more global students and expanding academic cooperation.
