Abu Dhabi Unveils Resilience Framework for Water and Energy

Recently, the Abu Dhabi Department of Energy convened the third Water and Energy Majlis, focusing on the theme “From National Readiness to Smart Resilience.” This significant event formed part of the Abu Dhabi Water & Power Week, slated for late 2026.

A standout moment was the official unveiling of the Abu Dhabi Water and Energy Resilience Framework. The framework was introduced during a high-profile session led by Dr Amna bint Abdullah Al Dahak and Dr Abdulla Ahmed Al Mandous, and moderated by Dr Abdulla Humaid Al Jarwan, the department's chairman.

This new framework rests upon three fundamental pillars: infrastructure; human capital and governance; and technology and innovation. It encompasses 15 strategic measures meant to bolster the resilience, reliability, and efficiency of the UAE’s water and energy sectors, emphasizing supply security, emergency preparedness, capacity planning, resource diversification, and integrated system management.

The Majlis is part of the “Our Foundation is Strong” initiative launched in 2026 by the department. It gathered ministers and high-ranking officials from over 30 nations, along with experts from both the public and private sectors within the water and energy fields.

Debates centered on enhancing regional collaboration, improving emergency response measures, and leveraging digital technologies and AI for crisis management. Participants also discussed methods for establishing a unified regional framework to augment water and energy resilience.

In his address, Dr Abdulla Humaid Al Jarwan emphasized the necessity of bolstering cooperation between national and regional entities. He pointed to the urgency for a cohesive regulatory system to safeguard resources and enhance service reliability.

The UAE Ministry of Climate Change and Environment outlined the country’s holistic strategy towards water, energy, and food security, which aligns with the net-zero 2050 goal through climate-friendly agriculture, efficient desalination methods, and circular economy practices.

The UAE Water Security Strategy 2036 aims to refine demand management and boost sustainable water production. Additionally, the nation is fostering international partnerships through initiatives such as the Mohamed bin Zayed Water Initiative.

Dr Abdulla Ahmed Al Mandous, President of the World Meteorological Organization, stressed the significance of precise weather monitoring and early warning systems in safeguarding water and energy infrastructures. He highlighted the UAE’s sophisticated meteorological network, AI-driven forecasts, cloud seeding techniques, and regional data collaboration.

The sessions concluded with reiterated calls for stronger partnerships, shared regulatory norms, and the formation of specialized task forces to boost crisis response efforts and ensure enduring water and energy security across the region.
