AIFF Implements Ban on Dual Positions Post Supreme Court Ruling

In a pivotal move to revamp football governance in India, the All India Football Federation (AIFF) has enacted a ban on dual positions. This significant change follows a Supreme Court ruling that has been anticipated since 2017. The ban prohibits any AIFF executive committee member from concurrently holding a position within a state association, aiming to mitigate conflicts of interest and promote transparent operations.

Responding to the Supreme Court’s directive from October 15, the AIFF embraced Articles 25.3(c) and 25.3(d) of its newly established constitution during a virtual Special General Meeting (SGM). These provisions clearly stipulate that no official can occupy roles in both national and state football entities. This decision aligns the federation's governing framework with the recommendations made by Justice (Retd) L. Nageswara Rao to enhance Indian football governance.

Nonetheless, the reform will not immediately impact the current AIFF leadership, including president Kalyan Chaubey, who will remain in position until their terms conclude in September 2026. The Supreme Court acknowledged this temporary reprieve for the existing executive committee, noting that conducting elections with only one year remaining in their terms would be impractical.

This legislative change addresses a long-standing issue spanning nearly ten years. The AIFF expressed appreciation to all stakeholders and supporters involved in the reform process. They had already enacted most elements of the Supreme Court-endorsed constitution on October 12, but postponed the adoption of Articles 23.3 and 25.3(c) and (d) for further clarification. The guidance provided by the Supreme Court on October 15 enabled complete implementation of the necessary regulations.

The dual position ban has been a divisive topic, balancing the Supreme Court's directions with FIFA/AFC regulations while considering the existing leadership's interests. The formalization of these articles ensures AIFF's governance is aligned with both national and international standards, enhancing transparency in the administration of Indian football.

This reform is projected to enhance decision-making processes and diminish conflicts within AIFF. By curbing officials from holding multiple positions, the federation is striving to cultivate a more professional, accountable, and transparent atmosphere.
