In a pivotal address at the 14th Congress of the Vietnam Trade Union on June 4, 2026, General Secretary and President To Lam outlined an ambitious vision aimed at enhancing the nation's trade union framework and elevating the lives of workers across Vietnam.
Addressing trade union officials, government leaders, and delegates from various regions, To Lam underscored the necessity of adapting to a new phase of national growth, one that calls for a skilled, innovative workforce. He conveyed that workers are essential to the country’s progress in industrialization and modernization, emphasizing that sustainable economic development hinges on safeguarding workers' rights and uplifting their living standards.
The Vietnamese leader commended the strides made by trade unions during the last term, noting their pivotal role in policy formation, worker welfare initiatives, employment support, legal aid, and events like Tet Reunion and Workers' Month. He remarked that these contributions have played a crucial role in enhancing ties between unions and workers at the grassroots level.
Nonetheless, To Lam recognized several hurdles confronting the trade union sector. He pointed out that some unions are still too fixated on bureaucratic tasks, failing to adequately address the immediate concerns of workers. Furthermore, he highlighted challenges faced by migrant workers, informal sector employees, and those in industrial areas, including problems related to housing, healthcare, education, income, and social security.
In his address, To Lam suggested six key priorities for the forthcoming term, which comprise fostering a modern and competent workforce, prioritizing workers' needs in union activities, solidifying grassroots unions, nurturing harmonious labor relations, accelerating digital innovation within trade union structures, and enhancing the role of unions in societal and political frameworks.
A significant portion of the discourse focused on equipping workers for the challenges posed by evolving technologies. To Lam spotlighted the significance of lifelong education, digital skill enhancement, and adaptability as AI, automation, and digital transitions continuously redefine job markets and employment paradigms.
Additionally, he advocated for the establishment of a modern digital trade union system that can efficiently offer legal assistance, gather worker feedback, monitor labor conditions, and provide services. To Lam asserted that future trade unions must be transparent, professional, data-oriented, and responsive to the necessities of workers.
In closing, To Lam expressed optimism that the Vietnam Trade Union is poised to enter a more robust and effective developmental phase. He called upon all levels of government, enterprises, and community organizations to unite in enhancing worker welfare, upholding labor rights, and cultivating a modern workforce to support Vietnam’s long-term objectives.
