Vietnam's Health Sector Set to Boost Allowances

Vietnam has unveiled a transformative policy to bolster support for healthcare workers nationwide. This initiative, marked by Government Decree No. 192/2026/ND-CP, is set to launch on July 15, 2026, introducing a range of special allowances aimed at enhancing working conditions and acknowledging the crucial contributions of healthcare professionals within the public sector.

The decree outlines various forms of financial aid, including on-call duty pay, surgical allowances, epidemic response payments, and monthly stipends for village health caretakers and midwives. These measures are applicable to a wide spectrum of healthcare workers, encompassing personnel in public hospitals, health stations in communes, military medical facilities, and centers dedicated to social assistance.

Significantly, the new policy revamps allowances for healthcare workers undertaking 24-hour duty shifts, with compensation ranging from 70,000 to 325,000 Vietnamese dong per shift, depending on the specifics of the medical institution. Staff in high-pressure settings will benefit from increased rates, specifically for weekends, public holidays, and Lunar New Year assignments.

Additionally, the decree increases compensation for medical professionals conducting surgeries and specialized procedures. Lead surgeons and anesthesiologists could earn between 100,000 and 560,000 Vietnamese dong per operation, reflecting the complexity involved. Other staff supporting these procedures will also be compensated relative to their roles.

A distinct framework for epidemic prevention allowances has been introduced. Healthcare workers engaged in outbreak management, testing, treatment, vaccinations, and emergency response can access daily payments, with front-line workers in Group A outbreaks eligible for the highest rate of 420,000 Vietnamese dong per day.

Attention is also directed at grassroots healthcare, with village health workers and midwives receiving monthly payments during their tenure. Support amounts will vary based on local population density and geographic conditions, promoting better healthcare access in rural and underserved communities.

Officials emphasize that this initiative reflects Vietnam's dedication to enriching healthcare services and honoring the commitment of healthcare providers. By increasing financial support and expanding benefits across multiple healthcare sectors, the government seeks to stabilize the workforce, enhance service quality, and better prepare for future public health emergencies.
