The Government of Dubai Legal Affairs Department has published its 2025 Annual Report, showcasing notable achievements and vital performance insights throughout the year.
Impressive Outcomes in Legal Services
Centered on the theme “Excellence in Legal Work”, the report emphasizes significant accomplishments in dispute resolution. In 2025, the Department facilitated 684 mediation sessions to address complaints against government bodies, facilitating amicable solutions and alleviating court workloads.
Outstanding Legal Representation Success
In court proceedings involving government entities, a remarkable 92% favorable ruling rate was achieved, demonstrating robust legal representation and efficient case management. Additionally, the Department managed 497 enforceable judgments and execution writs, with cheque-related enforcement constituting over 32% of the total cases.
Legal Assistance and Contract Expansion
The Department delivered 291 legal support services, encompassing advisory opinions, legislative assistance, and consultations. In 2025, they reviewed and drafted 689 contracts and agreements, marking a 5% year-on-year increase, with the total value surpassing AED 54 billion.
Mediation Training Initiatives
The report underlines the Mediation Training Project aimed at resolving civil and commercial disputes. The Department successfully conducted four rounds of the Accredited Mediators Programme, backed by the International Institute for the Resolution of Civil and Commercial Disputes. A total of 82 participants completed the course, reflecting a 9.3% rise from 2024, predominantly including government employees.
Expanding Legal Sector in Dubai
The report also underscores the expansion of Dubai's legal landscape. By the end of 2025, legal consultancy professionals represented 91 nationalities, with 84 international law firm branches licensed in the emirate.
Vision for the Future
His Excellency Dr. Lowai Mohamed Belhoul stated that these outcomes echo the Department’s dedication to continuous enhancement in alignment with Dubai’s strategic priorities.
He noted that the 2023–2025 strategy cycle has reached a successful conclusion, paving the way for a new transformative phase that focuses on adopting international best practices, refining governance frameworks, and aligning with global benchmarks.
The Department is also looking to integrate artificial intelligence and new technologies to enhance legal services, boost efficiency, and further cement Dubai's status as a global hub for governance and legal excellence.
